Infrared metamaterial arrays containing Au elements immersed in a medium of benzocyclobutene (BCB) were fabricated and selectively etched to produce small square flakes with edge dimensions of approximately 20 .mu.m. Two unit-cell designs were fabricated: one employed crossed-dipole elements while the other utilized square-loop elements.

STATEMENT OF GOVERNMENT INTEREST The research underlying the embodiments described herein was funded by the Laboratory Directed Research and Development program at Sandia National Laboratories. Sandia is a multiprogram laboratory operated by Sandia Corporation, a Lockheed Martin Company, for the United States Department of Energy's National Nuclear Security Administration under Contract DE-AC04-94AL85000.
