Methods and compositions for a low temperature operating solid oxide fuel cell (SOFC) are provided. The SOFC includes a Sr.sub.0.8La.sub.0.2TiO.sub.3 (SLT) support layer, a (La.sub.0.9Sr.sub.0.1).sub.0.98(Ga.sub.0.8Mg.sub.0.2)O.sub.3-.delta. (LSGM) electrolyte layer and.quadrature.a cathode layer disposed on top of said electrolyte layer.
