A process includes reacting a titanium compound with an oxalate compound in an acidic medium to form a titanium oxalate complex, where the titanium oxalate complex includes primary and secondary particles. The primary titanium oxalate complex particles may be from about 1 nm to about 200 nm; and the secondary titanium oxalate complex particles may be from about 0.5 .mu.m to 50 .mu.m. The titanium oxalate complex may be sintered to prepare a titania-based compound. The titania-based compounds may be used to fabricate electrodes for electrochemical cells.
